Offender Management System (OMS):

The Offender Management Solution

OMS is a secure, modern, comprehensive, and collaborative mobile application system for offender management which streamlines:

  • Managing offenders;
  • Increasing officer safety and situational awareness;
  • Logging compliance checks;
  • Automatically tracking statistics;
  • Exporting data in a secure, professional format.

OMS Highlighted Features

Secure & Encrypted

All data in OMS is secure and encrypted at the Advanced Encryption Standard (AES) 256-bits level which is considered virtually impenetrable with today’s technology as it has more combinations (2256) than the number of atoms in the observable universe (1082).

AES is recommended by the Canadian Centre for Cyber Security for protecting up to and including Protected B information.

Maps & Navigation

OMS makes locating offenders easy; with the push of a button, any user can navigate to the exact address (or coordinates for addresses that don’t exist) of any offender.

This makes users who are unfamiliar with the area able to assist with minimal guidance, especially in communities with poorly marked houses.

Additionally, OMS boasts a map view for an overview of all offenders in the area.

Fun

OMS makes offender management fun again.

All the tedious aspects that typically come with legacy systems (Manually sorting through offenders to determine who needs to be checked, writing on paper and making notes, etc.) are gone.

This leads to an increased desire to conduct compliance checks and translates into an incredible amount of additional checks being performed.

Enhanced Safety & Orientation

The visual representation OMS provides of the local offenders allows new and assisting officers to quickly and easily increase their situational awareness and knowledge of local violent offenders and gang members.

This greatly increases officer safety and leads to more informed interactions and planning on all levels of Policing.

Automatic Prioritization

A huge challenge with larger legacy systems is determining which offenders should be checked first and when curfews are effective.

In OMS, curfews that are effective for the current time of day are automatically shown and separated from out-of-effect curfews.

Additionally, higher priority offenders and offenders that have not been checked recently are immediately prioritized without any required input or action from the user.

Simple & Easy

OMS takes only minutes to familiarize yourself with and is simple while remaining user friendly.

Changing details or conditions for offenders can be done in just a few taps and the updates are then rolled out with the push of a button.

Standardized

Because OMS is so easy to install and set up, it allows for a standardized system to be used by all areas requiring offender management.

This also makes it extremely easy to share with non-local users who are brought in to assist and even easier to transfer the program to new members.

Fiscally Responsible

OMS enables huge fiscal savings from not only the drastic reduction in salaried time required to manage legacy systems but also from reduced supply fees (Paper, printers, ink, etc.)

This “green” process is also in alignment with the Greening Government Strategy: A Government of Canada Directive.

Fast

Because data and compliance checks are shared within seconds in OMS, charges will be laid much faster and in a more coordinated manner.

This will also enable the courts to hold local prolific offenders accountable in a much more timely fashion while greatly enhancing public safety in the surrounding communities.

Fully Collaborative

In OMS, all users may conduct checks concurrently.

OMS can also easily be shared with approved external agencies in moments.

This allows for an efficient, coordinated partnership in shared-jurisdiction areas which will further target prolific offenders.

Increased Accountability

OMS automatically uses the current time of day and GPS coordinates of the users when checks are logged and allows members to take a photo of the location, if needed.

This ensures that checks are actually being logged during curfew hours and near the offenders which will improve the strength of court cases.

Late entries are also supported but require articulation.

Easy Status Tracking

All compliance checks in OMS have a status which contains useful information in relation to applicable charges and related files.

This ensures charges are coordinated and laid appropriately while also making it easy to track the status of prior checks for local users and external agencies that are provided with the information.

Generates Legal Documents

OMS supports secured PDF exports for all compliance checks with accurate, detailed information in a professional layout which is court-ready without any additional manual work.

The Crown has already been consulted on the exported documents and are excited as it shows a more accurate depiction of the offender’s behaviour and history with compliance.

Automatically Tracks Statistics

Because all compliance checks are already stored in digital format within OMS, statistics are automatically calculated and visible instantly with no manual processing.

The statistics generation also assists with bringing together all efforts (successful checks, breaches, compliance rates, etc.) which will support positions justification and expansion as a real money cost of all the efforts can be quantified.

This allows for much easier and more transparent management of resources and fiscal accountability with minimal effort.
